Diese Seite ist eine jahrgangsübergreifende Beschreibung des Wikimania-Stipendienauswahlverfahrens. Für das diesjährige Auswahlverfahren wirf einen Blick auf 2020:Stipendien.
Berechtigung zur Bewerbung
Jeder aktive zu einem Wikimedia-Projekt Beitragende oder sonstiger Wikimedia-Freiwilliger aus der ganzen Welt kann sich um ein Stipendium bewerben. Da das Programm freiwillige Mitarbeit unterstützt, sind Mitarbeiter, die für ihre Arbeit bezahlt werden, von einem Stipendium ausgeschlossen, einschließlich bezahlter Mitarbeiter oder Mitarbeiter unter Vertrag einer Wikimedia-Organisation. Teilzeitangestellte, Praktikanten und Arbeitsstudierende sind von dieser Regel ausgeschlossen.
Das Hauptkriterium zur Beurteilung ist die Mitarbeit in der Wikimedia-Bewegung. Mitarbeit in Nicht-Wikimedia-Projekten zu freiem Wissen, freier Software, gemeinschaftlichen oder pädagogischen Initiativen ist ein Plus, aber keine Voraussetzung. Auswahlprozess
Der Auswahlprozess für das Stipendienprogramm zur Wikimania wurde modernisiert, indem Feedback von Stipendiaten, Wikimania-Organisatoren, dem Stipendienkomitee und WMF-Mitarbeitern gesammelt, diskutiert und eingearbeitet wurde. Der Auswahlprozess für dieses Jahr wird darum den folgenden drei Phasen der Bewertung und Beurteilung folgen, um die endgültigen Empfänger zu ermitteln:
- Phase 1 – Beurteilung der Erfüllung der Bewerbungskriterien
- Alle Bewerbungen werden von einem Mitarbeiter der WMF Bewerbung für Bewerbung geprüft und erhalten einen Score von Null (abgelehnt) oder Eins (bestanden) an Hand der Phase 1-Auswahlkriterien.
- Phase 2 – Tiefenprüfung
- Alle Bewerbungen, die Phase 1 bestanden haben, werden detaillierter durch das Stipendienkomitee geprüft, mit mindestens zwei Prüfenden pro Bewerbung. Jeder Prüfende wird jede Bewerbung unabhängig prüfen und bewerten anhand der Phase-2-Auswahlkriterien, um einen finalen Score für jede Bewerbung zu erhalten.
- Phase 3 – Endgültige Bestätigung für Vollstipendien
- Basierend auf dem Heimatland des Bewerbers wird jeder Bewerber als Mitglied einer neuen/entstehenden Gemeinschaft oder einer etablierten Gemeinschaft kategorisiert, mit einer Verteilung der Stipendien zwischen Entstehend/Neu und Etabliert mit einem Verhältnis von 75 % zu 25 %.
- Sowohl bei der neuen/entstehenden, als auch bei der etablierten Gruppe werden Bewerber anhand der "Haupt-Sprachgemeinschaft im Wiki" (in der Bewerbung selbst angegeben) nach der Größe der aktiven Autorengemeinschaft in dem Wikimedia-Projekt, indem sie am aktivsten sind, getrennt, wobei dies anhand der durchschnittlichen aktiven Wikimedianer im Monat bestimmt wird. Stipendien werden gleichmäßig auf diese Untergruppen verteilt, die wie folgt definiert sind:
- Große Sprachcommunity – Die durchschnittliche Anzahl aktiver Wikimedianer pro Monat liegt über 1000.
- Mittelgroße Sprachcommunity – Die durchschnittliche Anzahl aktiver Wikimedianer pro Monat liegt unter 1000 aber über 100.
- Kleine Sprachcommunity – Die durchschnittliche Anzahl aktiver Wikimedianer pro Monat liegt unter 100.
- Mehrsprachige Community – Bewerber, deren Hauptwikimediaprojekt Commons, Species, Data, Incubator, MediaWiki oder Tool Labs ist (wobei das „Hauptprojekt“ in der Bewerbung selbst angegeben wird) werden in diese Kategorie einsortiert, da Sprachcommunities nicht so relevant sind.
- Die WMF wird ein Gesamtbudget festlegen und Annahmen zu den Kosten pro Bewerber treffen (meist in Bezug auf Reisekosten, die je nach Land variieren können). Phase 2-Bewerber aus jeder Untergruppe mit der höchsten Bewertung erhalten ein Stipendium.
- Bei Bewerbern innerhalb von 10 % des „cutoff“ werden zunächst nicht-männliche Bewerber bevorzugt.
- Der „cutoff“ wird der Score sein, den das letzte Stipendium in jeder Untergruppe aufweist.
- Ungenutzte Stipendien werden mittels dieses Prozesses neu zugewiesen:
- Eine Score-Untergrenze wird für jede Untergruppe festgelegt (für jede Untergruppe eine andere), unter der kein Stipendiat zugelassen wird. Falls es zu wenig Bewerber mit ausreichendem Score in einer Untergruppe gibt, werden ungenutzte Stipendien gleichmäßig unter den Untergruppen verteilt.
- Falls es in allen Untergruppen zu wenig Bewerber mit ausreichendem Score gibt, werden ungenutzte Stipendien einer anderen Gruppe zugewiesen (und gleichmäßig unter den Untergruppen verteilt).
- Phase 3 – Endgültige Bestätigung für Teilstipendien
- Alle Bewerber für Teilstipendien werden anhand ihres Scores eingestuft, wobei die vordersten Bewerber ein Teilstipendium erhalten.
Nachdem Phase 3 abgeschlossen ist, wird allen übriggebliebenen Bewerbern per E-Mail mitgeteilt, ob ihre Bewerbung erfolgreich war oder nicht. Bewerbern, die erfolgreich waren, wird Gelegenheit gegeben, ihre Teilnahme an der Wikimania diesen Jahres und die Annahme des Stipendiums zu bestätigen. Einige wenige Bewerber landen auf einer Warteliste; sie bekommen evtl. später ein Stipendium; abhängig davon, wieviele Stipendiaten das angebotene Stipendium annehmen und wieviele Ressourcen hierfür gebraucht werden.
Auswahlkriterien
Phase 1
Bewerbungen scheitern in Phase 1 des Bewertungs-Prozesses wenn ein einziges der folgenden Ausschlusskriterien auf sie zutrifft:
- Der Bewerber ist ein Stipendienempfänger aus vorherigen Jahren, der den Nach-Konferenz-Bericht nicht vervollständigt hat.
- Der Bewerber erhielt eine Förderung durch ein WMF-Förderprogramm und wurde für nicht konform erklärt.
- Die Bewerbung besteht vorwiegend aus Inhalt der vom Thema abweicht oder beleidigend ist.
- Der Bewerber hat sich nicht angemessen darum bemüht, die Fragen im Bewerbungs-Formular zu beantworten.
- Dem Bewerber ist es nicht gelungen Englisch-Sprachkenntnisse darzulegen die ausreichend sind um an einer Wikimania teilzunehmen, einer Konferenz die hauptsächlich auf Englisch geführt wird. Ausreichende Englischkenntnisse können in der Bewerbung selbst oder anderswo demonstriert werden.
- Dem Bewerber ist es nicht gelungen signifikante Wikimedia-Beiträge bzw. -Aktivitäten darzulegen die ein Stipendium rechtfertigen.
- Beispiele „signifikanter Wikimedia-Beiträge oder Aktivitäten“ sind:
- Aktiv Beitragender bei einem Wikimediaprojekt (z. B. Wikipedia, Commons oder Wikisource), mit mindestens 50 Beiträgen (Edits)
- Mediawikicodebeitragender, Gadget- oder andere Tools-Entwickler für Wikimediaprojekte
- Beteiligung an einer Form einer Wikimediaorganisation (Chapter, Thematische Organisation oder Benutzergruppe)
- Wikimedia CheckUser, Admin, Bürokrat, Steward oder OTRS-Freiwilliger (derzeit oder früher)
- Wikimedia Foundation-Stipendiat
- Wikimediaforscher
- Teilnehmer an einem Wikimediaprogramm (z. B. GLAM-Partnerschaft oder Bildungsprogramm)
- Teilnehmer an von Wikimedia organisierten Veranstaltungen (z. B. ein Fotograf, der zu Wiki Loves Monuments (WLM) beigetragen hat, Workshopteilnehmer)
- Organisator einer Wikimediaveranstaltung (z. B. WLM, Edit-a-thons)
- Beispiele „signifikanter Wikimedia-Beiträge oder Aktivitäten“ sind:
WMF-Mitarbeiter behalten sich das Recht vor, Personen aufgrund ihres Verhaltens On-/Off-Wiki zu entfernen. Beispiele hierfür sind Globale sowie Event-Bannlisten.
Bewerbungen ohne Ablehnungsgründe werden in Phase 2 ohne weitere Prüfung bestätigt.
Phase 2
Während der Phase 2 werden die Bewerber nach zwei Kriterien von Bewertungskategorien – einschlägige Erfahrung und Bereicherung – eingestuft, indem jeder Bewerber eine Note zwischen Null und Zehn für jedes Kriterium erhält. Diese Noten werden dann gemittelt und gewichtet um die Gesamt-Note des Bewerbers zu erhalten. Diese Kriterien wurden mit dem Ziel ausgewählt, Bewerber hervorzuheben, die überzeugende wikimediabezogene Erfahrungen haben und zeigen, dass sie ihre Erfahrungen nutzen und ihre Community daheim damit bereichern.
Relevante Erfahrung
Aktivität innerhalb von Wikimediaprojekten oder Organisatoren (Chapters, Thematische Organisationen und Benutzergruppen) zeigt an, dass die sich bewerbende Person durch Erfahrungen und Wissen einen wertvollen Beitrag zu Wikimania leisten kann, die sie durch ihre Beiträge erlangt hat. Bewerber werden ermutigt, in ihrer Bewerbung über ihre Online- und Offline-Erfahrungen zu schreiben.
Die Aktivität eines Bewerbers wird in diesen drei Schwerpunktthemen überprüft:
- Zusammenarbeit – Der Grad der Zusammenarbeit mit anderen Personen oder Organisationen, um Aktivitäten auszuführen.
- Einfluss – Online- oder Offline-Ergebnisse durch Wikimedia-Aktivitäten mit quantitativer oder qualitativer Beschreibung.
- Community-Führung – Ausgeübte Rolle(n) und Palette der Aktivitäten innerhalb der Wikimedia-Bewegung, z. B. Mitglieder, die in Komitees mitwirken oder Projekte leiten.
Um Bewerber zu unterstützen, werden die folgenden Beispiele von Einfluss angeboten. Bewerbern steht es frei, Beispiele jenseits des unten stehenden anzugeben:

Bereicherung
Die Fähigkeit, Erfahrungen und Informationen mit einer breiteren Community zu teilen zeigt an, dass der Bewerber, der ein Stipendium erhält, in der Lage ist, die Erfahrungen und das auf der Wikimania erworbene Wissen mit nach Hause zu nehmen, damit die Heimatwikicommunity und das Heimatland bereichert werden. Bewerber werden ermutigt, darüber zu schreiben oder Beispiele zu nennen, die diese Fähigkeit demonstrieren; einige Beispiele könnten Berichte im Wiki, persönliche Blogposts oder Vorträge/Präsentationen darüber sein, was man bei der Veranstaltung, der Konferenz oder der Diskussion gelernt hat.
