Requisitos para solicitarla
Cualquier persona que contribuya activamente a un proyecto de Wikimedia, o voluntaria de Wikimedia en cualquier otro ámbito, desde cualquier parte del mundo, se considera elegible para una beca. Como el programa apoya la participación "voluntaria", las personas cuya participación está vinculada al trabajo "pagado" no son elegibles para una beca, incluido el personal remunerado o contratado de cualquier organización de Wikimedia. El personal de medio tiempo, los internos y los estudiantes que trabajan están excluidos de esta regla.
La actividad dentro del movimiento Wikimedia será el criterio principal para la evaluación. La participación en el conocimiento libre que no sea de Wikimedia, el software libre, la colaboración o las iniciativas educativas son un beneficio, pero no serán requisito. Proceso de selección
El proceso de selección para el Programa de Becas de Wikimanía se ha actualizado después de recopilar, discutir e integrar los comentarios de los solicitantes de becas, los destinatarios, los organizadores de Wikimanía, el Comité de Becas y el personal de WMF. Como tal, el proceso de selección de este año seguirá tres fases de valoración y evaluación, para determinar los destinatarios finales, de la siguiente manera:
- Fase 1: Evaluación de elegibilidad
- Todas las solicitudes serán revisadas por un integrante del personal de WMF, con una puntuación de cero (reprobar) o uno (aprobar) otorgada aplicación por aplicación utilizando los Criterios de selección de la Fase 1.
- Fase 2 - Evaluación exhaustiva
- Todas las solicitudes que pasen la Fase 1 serán revisadas exhaustivamente por el Comité de Becas, con un mínimo de dos revisores por solicitud. Cada revisor revisará y calificará cada solicitud según los criterios de selección de la Fase 2 con el fin de lograr la calificación final de cada solicitud.
- Fase 3: Aprobación final de las Becas Completas
- Según el país de origen del solicitante, cada solicitante se clasificará como perteneciente a una nueva comunidad o comunidad emergente o, alternativamente, a una comunidad establecida y el número total de becas distribuidas entre Emergente/Nuevo y Establecido se establecerá en 75% y 25% respectivamente.
- * Para grupos emergentes/nuevos y establecidos, según la "comunidad de idioma principal en wiki" del solicitante (autoinformada en la solicitud), los solicitantes estarán separados por el tamaño de la comunidad de editores activos en su idioma más activo. Proyecto Wikimedia , según lo determinado por el número promedio de wikimedistas activos por mes. Las becas se asignarán por igual entre estos subgrupos, definidos de la siguiente manera:
- Comunidad lingüística grande: El promedio de wikimedistas activos por mes es superior a 1000
- Comunidad lingüística mediana: El promedio de wikimedistas activos por mes es menor a 1000 pero superior a 100
- "Comunidad lingüística pequeña" - El número de wikimedistas activos por mes es menor a 100.
- "Comunidad multilingüe" – Los solicitantes cuyo proyecto Wikimedia más activo es Commons, Species, Data, Incubadora, MediaWiki o Tool Labs (donde "proyecto más activo" es autorreportado en la solicitud) se colocarán en esta categoría, ya que el lenguaje de la comunidad no es relevante.
- * El WMF determinará el presupuesto total disponible y realizará estimaciones sobre los costos por solicitante (en su mayoría, según los costos de viaje que variarán según el país). Los aspirantes que obtengan la mejor puntuación en la Fase 2 de cada subgrupo recibirán una beca.
- ** Para los solicitantes dentro del 10% del "corte", la preferencia será dada primero a los solicitantes no masculinos.
- El corte será la puntuación asociada con la última beca otorgada en cada subgrupo
- Las becas no utilizadas serán reasignadas a través del siguiente proceso:
- Se determinará una puntuación mínima para cada subgrupo (diferente para cada subgrupo), por debajo de la cual los solicitantes no serán considerados para la selección final. En caso de no haber suficientes solicitantes con una puntuación suficientemente alta en un subgrupo particular, las becas sin utilizar serán redistribuidas equitativamente en otros subgrupos.
- En el evento de que no hubiera solicitantes suficientes con un puntaje calificador en todos los subgrupos, las becas no usadas serán reasignadas a otro grupo (y distribuidas igualmente entre los subgrupos).
- Fase 3 - Aprobación final para becas parciales
- Todos los solicitantes de becas parciales se clasificarán según su puntaje, y los solicitantes con la puntuación más alta obtendrán una beca parcial.
Tras la finalización de la Fase 3, se emitirá una decisión por correo electrónico a todos los solicitantes restantes sobre si su solicitud ha sido aprobada o denegada. Aquellos que reciban la aprobación tendrán la oportunidad de confirmar su asistencia a Wikimania 2017 y su aceptación de la beca otorgada. Algunos solicitantes serán colocados en una lista de espera; a estas solicitudes se les puede conceder una beca en una fecha posterior, en función del grado de aceptación de los candidatos seleccionados y si el uso de recursos por los receptores de becas es el que se estima.
Criterios de selección
Fase 1
Las solicitudes no superarán la Fase 1 si se cumple cualquiera de los siguientes criterios:
- El solicitante recibió una beca en años anteriores pero no completó sus informes posteriores a la conferencia.
- El solicitante es un concesionario actual o pasado de cualquier programa de subvención de WMF y no ha cumplido con los requisitos del mismo.
- La solicitud consiste parcial o totalmente en contenido abusivo o no concuerda con la solicitud.
- El solicitante no ha hecho un esfuerzo razonable en responder las preguntas del formulario.
- El solicitante no ha demostrado su habilidad con el idioma inglés a un nivel que le permitiera participar en Wikimanía, una conferencia que se desarrolla principalmente en este idioma. Se pueden demostrar habilidades suficientes en el idioma en la propia solicitud o en otro lugar.
- El solicitante no ha demostrado ninguna contribución o actividad significativa respecto a Wikimedia, que merezca la concesión de la beca.
- Son ejemplos de contribución o actividad significativa para con Wikimedia:
- Contribuidor de manera activa en un proyecto de Wikimedia (p.e. Wikipedia, Commons o Wikisource), con al menos 50 contribuciones (ediciones)
- Contribuye al código de Mediawiki, gadgets u otro tipo de herramientas para los proyectos Wikimedia
- Participación en alguna forma de organización de Wikimedia (capítulo, organización temática o grupo de usuarios)
- Wikimedia CheckUser, Admin, Bureaucrat, Steward o voluntario de OTRS (actual o anterior)
- Beneficiario de la Fundación Wikimedia
- Investigador de Wikimedia
- Participante en un programa Wikimedia (p.e. una alianza GLAM o un programa educativo).
- Participante en eventos organizados por Wikimedia (p.e. fotógrafo contribuyente a Wiki Loves Monuments (WLM), asistente a un taller).
- Organizador de eventos Wikimedia (p.e. WLM, editatones).
- Son ejemplos de contribución o actividad significativa para con Wikimedia:
El personal de WMF se reserva el derecho a descartar solicitantes debido a su conducta dentro o fuera de la wiki. Como ejemplo estarían aquellos que figuran en listas de expulsados globales o por eventos.
Las solicitudes que cumplan todos los requisitos pasarán a la Fase 2 para continuar con la revisión.
Fase 2
En la Fase 2, se evaluarán dos aspectos principales - experiencia relevante y enriquecimiento - donde cada solicitante obtendrá una puntuación del cero al diez por cada criterio. Se hará un promedio con esta puntuación para obtener la calificación final de la Fase 2. Se ha elegido este criterio con el objetivo de premiar a aquellos solicitantes con experiencias relacionadas con Wikipedia y que han demostrado habilidad para usar esta experiencia/aprendizaje mejorando su comunidad local.
Experiencia relevante
La actividad en proyectos u organizaciones Wikimedia (capítulos, organizaciones temáticas y grupos de usuarios) indican que el solicitante sumará valor a Wikimanía a través de las experiencias y el conocimiento que ha obtenido mediante sus contribuciones. Los solicitantes son alentados a escribir sobre sus experiencias tanto online como offline en sus solicitudes.
Las actividades de un solicitante serán evaluadas en las siguientes tres dimensiones:
- Colaboración: el grado de colaboración con otros individuos u organizaciones con el fin de llevar a cabo actividades
- Impacto: resultados en línea o fuera de línea gracias a actividades en Wikimedia, descritas ya sea cuantitativa o cualitativamente
- Liderazgo en la comunidad: puestos ocupados y alcance de actividades dentro del movimiento Wikimedia; por ejemplo, miembros que sirven en comités o líderes de proyectos
Para ayudar a los solicitantes, se proporcionan los siguientes ejemplos de «Impacto». Sin embargo, los solicitantes deben sentirse libres de aportar otros ejemplos además de los que se incluyen abajo:

Enriquecimiento
La capacidad de compartir experiencias e información con una comunidad más amplia indica que el solicitante, si recibe la beca, podría llevarse de vuelta a casa tales experiencias o lecciones aprendidas en Wikimanía, enriqueciendo así su comunidad wiki local o país de origen. Se anima a los solicitantes a describir o aportar ejemplos que demuestren esta habilidad; algunos ejemplos podrían ser reportes en wikis, publicaciones en un blog personal, o charlas o presentaciones dadas acerca de lo que aprendieron en un evento, conferencia o discusión.
