Chi può richiedere una borsa di partecipazione
Qualsiasi contributore attivo ad un progetto Wikimedia, o un volontario Wikimedia in qualsiasi altra posizione, da qualsiasi parte del mondo, è considerato idoneo per ricevere una borsa di partecipazione. Dato che il programma sostiene la partecipazione volontaria, le persone la cui partecipazione è legata a una forma di lavoro retribuito non possono ricevere una borsa di partecipazione.
Le attività all'interno del movimento Wikimedia saranno i criteri principali per la valutazione. La partecipazione a a iniziative di conoscenza libera, software libero, collaborazione o educazione è un vantaggio, ma non è un requisito. Si prega di consultare le FAQ per ulteriori informazioni sull'ammissibilità.
Processo di selezione
Il processo di selezione del programma di Wikimedia Foundation per le borse di partecipazione è stato aggiornato dopo una discussione e una raccolta di feedback da parte di chi ha richiesto o ricevuto una borsa di partecipazione in passato, degli organizzatori di Wikimania, del comitato per le borse di partecipazione e dello staff di Wikimedia Foundation. Così, il processo di selezione quest'anno seguirà tre fasi di accertamento e valutazione per determinare i beneficiari finali:
- Fase 1 – verifica dell'ammissibilità
- Tutte le domande saranno esaminate da un membro dello staff del WMF, con un punteggio pari a zero (fail) o uno (pass) assegnato su base applicativa per applicazione utilizzando i criteri di selezione della fase 1.
- Fase 2 – valutazione approfondita
- Tutte le richieste che avranno superato la fase 1 saranno revisionare più dettagliatamente dal comitato di valutazione, con un minimo di due revisori per ciascuna richiesta. Ogni revisore valuterà e assegnerà un punteggio in maniera indipendente al fine di raggiungere un punteggio finale per ciascuna richiesta.
- Fase 3 – Approvazione finale per le borse di partecipazione complete
- In base al Paese di residenza dei richiedenti, questi verranno categorizzati come nuove comunità o comunità emergenti. Il totale delle borse di partecipazione sarà distribuito tra emergenti/nuovi rispettivamente il 75% è il 25%.
- Per i gruppi emergenti/nuovi e affermati, in base all' "idioma primario della comunità wiki" del richiedente (autocertificato nella richiesta), i richiedenti saranno separati dalla dimensione della comunità di editori attiva dei loro più attivi progetti Wikimedia, determinato in base al numero medio di Wikimediani attivi per mese. Le borse si assegneranno in numero uguale in questi sottogruppi, definiti nella seguente maniera:
- Comunità linguistica grande: il numero medio di Wikimediani attivi per mese è superiore a 1000
- Comunità linguistica media: il numero medio di Wikimediani attivi al mese è inferiore a 1000 ma superiore a 100
- Comunità linguistica piccola: il numero medio di Wikimediani attivi per mese è al di sotto di 100
- Comunità multilingue: i richiedenti il cui progetto più attivo di Wikimedia è Commons, Species, Data, Incubator, MediaWiki o Tool Labs (dove "il progetto più attivo" sia auto-dichiarato nella richiesta di borsa) saranno inseriti in questa categoria, poiché le comunità linguistiche non sono così rilevanti.
- * WMF determinerà il budget totale disponibile e realizzerà stime sui costi per richiedente (basato sulla maggior parte sui costi di viaggio che varieranno secondo il paese). Gli aspiranti che ottengano il migliore punteggio nella Fase 2 di ogni sottogruppo riceveranno una borsa.
- Per i richiedenti che si trovano all'interno del 10% del "taglio", verrà data la preferenza ai richiedenti non uomini.
- Il "taglio" sarà il punteggio associato con l'ultima borsa conferita in ogni sottogruppo
- Le borse non utilizzate saranno riassegnate attraverso il seguente processo:
- Un punteggio minimo sarà determinato per ciascun sottogruppo (diverso per ciascun sottogruppo), al di sotto del quale i candidati non saranno presi in considerazione per la selezione finale. In caso di candidati insufficienti con un punteggio sufficientemente alto in un particolare sottogruppo, le borse di partecipazione non utilizzate saranno ugualmente riallocate agli altri sottogruppi.
- Nel caso in cui vi siano candidati insufficienti con un punteggio sufficientemente alto in tutti i sottogruppi, le borse di partecipazione non utilizzate verranno ridistribuite ad altri gruppi (e distribuite equamente tra sottogruppi).
- Per i richiedenti che si trovano all'interno del 10% del "taglio", verrà data la preferenza ai richiedenti non uomini.
- Fase 3 – Approvazione finale per le borse di partecipazione parziali
- Tutti i candidati per borse di partecipazione parziali saranno classificati in base al loro punteggio, e i richiedenti con il punteggio più alto otterranno una borsa parziale.
A seguito del completamento della Fase 3, la decisione verrà inviata via e-mail a tutti i restanti richiedenti sul fatto se la loro domanda sia stata accolta o meno. Quelli che hanno ricevuto l'esito positivo alla loro richiesta avranno l'opportunità di confermare la loro presenza a Wikimania e l'accettazione della borsa di partecipazione assegnata. Alcuni candidati saranno messi in lista d'attesa; a queste domande può essere assegnate una borsa di partecipazione in una data successiva a seconda del tasso di accettazione dei candidati selezionati e se l'utilizzo delle risorse da parte dei beneficiari della borsa di studio è come stimato.
Criteri di selezione
Fase 1
Le richieste non saranno approvate nella Fase 1 se viene riscontrato qualunque errore nei seguenti criteri:
- Il richiedente ha ricevuto una borsa negli anni passati ma non ha completato la sua relazione dopo la conferenza.
- Il richiedente è beneficiario corrente o passato di qualsiasi programma di sovvenzioni WMF e risulta non conforme.
- L'applicazione consiste interamente o principalmente in contenuti che sono off-topic o offensivi.
- Il richiedente non ha "fatto uno sforzo ragionevole" per rispondere alle domande sul modulo di domanda.
- Il ricorrente non ha fornito prove delle sue abilità nella lingua inglese ad un livello che consentirebbe loro di partecipare a Wikimania, una conferenza che è condotta principalmente in inglese. Sufficienti capacità dell'inglese potrebbero essere dimostrate nella richiesta stessa o altrove.
- Il richiedente non ha dimostrato alcun contributo significativo o attività in Wikimedia che porterebbe a meritare l'assegnazione di una borsa di partecipare
- Esempi di contributi o attività in Wikimedia significativi sono i seguenti:
- Collaboratore attivo in un progetto Wikimedia (per esempio, Wikipedia, Commons o Wikisource), con almeno 50 contributi (edit)
- Contributore al codice Mediawiki, gadget o altro tool-builder per i progetti Wikimedia
- Partecipazione in qualsiasi forma di organizzazione Wikimedia (capitolo, organizzazione tematica o gruppo di utenti)
- CheckUser, Admin, Burocrate, Steward o volontario di OTRS (attualmente o in passato) di Wikimedia
- Esempi di contributi o attività in Wikimedia significativi sono i seguenti:
Beneficiario di programmi di finanziamento di Wikimedia Foundation
- Ricercatore di Wikimedia
- Partecipante in un programma di Wikimedia (per esempio, partner GLAM o programma nell'ambito dell'educazione)
- Partecipante negli eventi organizzati di Wikimedia (per esempio, un fotografo che contribuisce a Wiki Loves Monuments (WLM), volontario negli workshop, ecc.)
- Organizzatore di eventi di Wikimedia (per esempio, WLM, edit-a-thons)
Lo staff WMF si riserva il diritto di rimuovere le persone per la loro condotta dentro/fuori wiki. Gli esempi potrebbero essere quelli sugli elenchi di ban globale e degli eventi.
Le domande per le quali non si applicano criteri non validi passeranno alla fase 2 per un'ulteriore valutazione.
Fase 2
Durante la seconda fase, i candidati saranno valutati su due dimensioni principali: esperienza rilevante e arricchimento - ad ogni candidato viene assegnato un punteggio su una scala da zero a dieci per ciascun criterio. Questi punteggi vengono quindi calcolati in media per fornire il punteggio finale della Fase 2 del richiedente. Questi criteri sono stati selezionati con l'obiettivo di mettere in evidenza i candidati che hanno esperienze avvincenti in Wikimedia e dimostrano una particolare abilità nell'utilizzare la loro esperienza / apprendimento per arricchire la loro comunità di origine.
Esperienza rilevante
L'attività all'interno di progetti o organizzazioni Wikimedia (capitoli, organizzazioni tematiche e gruppi di utenti) indica che un candidato aggiungerà valore a Wikimania attraverso le esperienze e le conoscenze acquisite dal contributo. I candidati sono incoraggiati a scrivere delle loro esperienze online e offline all'interno delle loro applicazioni.
Le attività di un candidato saranno valutate secondo le seguenti tre dimensioni:
- Collaborazione - Il grado di collaborazione con altre persone o organizzazioni per eseguire le attività
- Impatto: risultati online o offline dovuti alle attività di Wikimedia, descritti quantitativamente o qualitativamente
- Leadership comunitaria: ruolo(i) svolto(i) e la portata delle attività all'interno del movimento Wikimedia, ad es. membri che servono in comitati o leader di progetto
Per assistere i candidati, sono stati forniti i seguenti esempi di "impatto". Tuttavia, i candidati dovrebbero sentirsi liberi di fornire esempi oltre a ciò che è incluso di seguito:

Arricchimento
La possibilità di condividere esperienze e informazioni con una comunità più ampia indica che il candidato, se assegnatario di una borsa di partecipazione, sarebbe in grado di portare a casa quelle esperienze o lezioni apprese su Wikimania, arricchendo così la propria comunità wiki o il proprio paese. I candidati sono incoraggiati a scrivere o fornire esempi che dimostrino questa capacità; alcuni esempi potrebbero essere rapporti su wiki, post di blog personali o conferenze / presentazioni su ciò che hanno imparato da un evento, una conferenza o una discussione.
